EXPERIENCE SUMMARY: Captain Abbate is an attorney and instructor. He has been employed for the past eleven years as the senior instructor and author of two courses, “Conducting Military and Peacekeeping Operations in accordance with the Rule of Law” (51/2 weeks) and “Peacekeeping for Decision-Makers” (2 weeks), which are taught at the Defense Institute for International Legal Studies (DIILS) in Newport, Rhode Island. During his 27 year Naval career he served as a line officer aboard ship and as a judge advocate in a variety of assignments including Staff Judge Advocate for Commander Submarine Group II, Director of the Navy and Marine Corps Appellate Defense Activity and the first director of DIILS. Since his retirement he has taught at a variety of U.S. and international military schools and has spoken at numerous seminars on Peace Support Operations, International and Military Law and Soldiers Rights. In 2001 Captain Abbate served as a member of the Cox Commission which reported to the U.S. Congress on the status of U.S. military justice on the 50th anniversary of the U.S. Uniform Code of Military Justice.
